At lvl 13, I can't pick a wild card to change. I can pick a card up. But, nothing else

I'm stuck on number 13, it shows I opened a new wildcard play , I hit the wild card and taps a cad to make wild and it doesn't let me make it wild, and it just gets stuck on that level, It won't let me play that level
