Is Game Of Empires Down?

It says "failed to update resource, it may be because your network connection, please check your settings and try again". I tried the above troubleshooting and still nothing. Every other game I have works so I am not sure what to do.

Cannot login and play. Acts like it is a maintenance action. But no maintenance has been advised.
